Help with lightsaber identification

Hi there,
I was wondering if anyone here could help me. I'm buying a lightsaber but all I'm aware of is that i says FCC on the handle,is blue and heavy. Does anyone know what the FCC means? I'm just guessing it's a certification of some kind. It could just be a useless lightsaber but I'm really new to these things. the seller says it lights up blue, makes sounds is heavy, made of glass. He's as clueless as i am. I think I've managed to attach a photo.

The lightsaber is an Anakin Skywalker Revenge of the Sith model replica, as for the maker i am unsure since hasbro makes this aswell, if you turn the saber upside down and look at the pommel it will say either Master Replica or Hasbro, but the model of the saber is an Anakin Rots
